Improved Dimension Dependence for BCO — exact /6 CPU reproduction

This is a local, source-locked reproduction package for OpenReview X8evkEdMxb / arXiv 2602.04761. It targets neonforestmist/improved-dimension-bco-gradient-variation-repro with exact tags icml2026-repro and paper-X8evkEdMxb.

The package tests all three official base claims and all six official anchored claims. Its conservative local forecast is 6/6, not an official verdict. It does not fit or claim any unspecified big-O constant.

Evidence includes exact dimension-exponent certificates for Theorems 1–4 and Table 1, exact one- and two-point estimator expectation checks, executable Appendix practical one-point solves on hyper-rectangles, dynamic meta/base traces, universal curvature-grid coverage, destructive controls, 95 independent tests, and a byte-identical full replay.
